Repairs for all the things

This is likely a known issue, but I was asked to open an issue to track it.

Today my Z-Wave JS UI add-on updated, and now in Home Assistant I see a repair issue for each device:

The flood of repairs degrades UX. In this case, a re-interview is necessary, or I can choose to ignore the issue -- but now I have to click through 44 repairs to clear all of these.

Perhaps a flag I can enable to auto-repair or a "repair in bulk" option/feature is needed. I'm not sure of the best solution, but raising a repair for each device in environments with many devices is...painful. 😇

I suggest we make the following changes:

1. Open a single repair issue if any device is detected with a changed config file. List all devices in the repair issue that are affected.
2. Don't offer to re-interview battery powered sleeping devices automatically. Interviewing sleeping devices won't work until the device is woken up, and interviewing these devices in the background is then not helpful, since there's no feedback if it worked or not. It's better to show a link to the device page and ask the user to re-interview the device while waking the device up.
3. Offer to re-interview all awake devices automatically, in the background, with a button in the repair issue.
4. If the user ignores the repair issue and later there are new devices with changed config files, we should create the repair issue again.
