feat(web): Team Home / 今日团队 dashboard on Mission Hub

Scope

Add a Team Home（今日团队） tab inside Mission Control / Mission Hub that gives the team a single-screen view of what is happening right now: who holds the baton, which missions are active, what is waiting for CVO decision, and recent memory feed.

This scope is a focused slice of the larger Mission Hub work tracked in F049 and F058.

Acceptance Criteria

• Mission Control gains a "Team Home" tab with the following blocks:
  • Active Missions table
  • Baton Board
  • CVO Decision Queue
  • Quality Gate Checklist
  • Recent Memory Feed
  • Risk Watch
  • Shared Mission Banner
  • Team Status Cards
• Team Home state is derived from active threads + backlog leases, not only from static fixtures.
• Adapter logic has unit tests covering active-item priority within approved/dispatched states and P2 review findings.
• No runtime/install/governance changes are included in the PR.
• No review-notes / screenshot artifacts are merged.

Accepted as a focused Mission Hub enhancement under the existing F049/F058 direction.

Scope accepted for review:

• Add a Team Home / 今日团队 tab inside Mission Hub.
• Derive active mission and baton/team status from real backlog lease + thread state.
• Keep blocks without reliable sources empty or explicitly unavailable; do not invent quality/risk/memory/CVO-decision data.
• Keep the implementation PR limited to Team Home UI, adapter logic, tokens needed by the view, and focused tests.
• Do not include runtime/install/governance changes or review-note artifacts in this PR.

I've marked this issue triaged, enhancement, and accepted, and moved PR #981 out of needs-info / needs-maintainer-decision. Next step is code + visual/data-provenance review of #981; acceptance here is not a merge approval.
