Dollar sign breaks the config

Dollar sign in STC CONFIG

fails with

ERROR: ZWEL0316E Invalid PARMLIB format PARMLIB(ZOWE.PARMLIB(/zowe/runtime)).

It seems to be an issue of launcher, this is the command for internal start prepare:

internal start prepare gets the resolved variable and fails (which is actually good) or continues with possibly different configuration - which is bad:

Example: ZOWE.PARMLIB has two members CF$G and CF.

If $G variable is not initialized, CONFIG="PARMLIB(ZOWE.PARMLIB(CF$G))" will be resolved to CONFIG="PARMLIB(ZOWE.PARMLIB(CF))"

Not from customer use, and has workaround. Still good to fix someday.
