fix: resolve Vercel ENOENT for @opentelemetry/api during output tracing

Replace serverExternalPackages (which forces Vercel to trace the file
at /vercel/node_modules/) with outputFileTracingExcludes to skip
@opentelemetry packages entirely in the monorepo build.
