Move config functions into roar-utils

The functions imported here should be included in roar-utils. Additionally, this function should also include some data standardization.

For data hygiene, the trial data should conform to:

• If there is a correct field, it should be converted to boolean
• Field names blockNum and blockId should be prohibited. Prefer block instead.
• theta and thetaSE should be numbers. thetaSE should be non-negative.

The three functions initConfig, initRoarJsPsych, and initRoarTimeline should probably be converted into a class that gets initialized and then has the four props config, jsPsych, timeline, and firekit.
