Vanilla Composter is locked behind a farming level 31 requirement, which is unobtainable due to max level 30 in LevelZ settings, unless I don't understand the configs.
If you want to completely disable the composter, hide it from the user completely and disable the recipe.
I hope this is a mistake or typo, because there are many compostable items with almost no use like many crops. If you want to remove the composter, add a breeding item option for all crops and seeds. As you cannot use lettuce, tomato etc. and their seed for breeding, nobody will want to use them instead of the vanilla crops.
Just removing the composter is a bad way of trying to balance experience gain. You can reduce the effectiveness of bonemeal over time or of composting to limit the attainable xp, for example.
