Dont know if this is the richt place but if not plz point to the right place.

The "Placement Upgrade" in Logistics Pipes not recognizing durability likely indicates a bug or incompatibility within the modpack you're using. The upgrade is designed to allow for automated item placement, but it might not be behaving as expected if it's not interacting correctly with the durability system.

I am tying to place used uranium rods into a reactor. Only full ones work

Off the top of my head: I would assume that by default this is usually the case. Ignoring durability on items is usually done via an upgrade.
