[Bug]: Advanced Rate Limit not applying globally even when defined globally

Description

When advanced-ratelimit policy is configured at an API-level, without specifying the keyExtraction as apiname, it is default to resource level leading it to act as though a resource-level ratelimit policy.

Steps to Reproduce

1. Create LLM Proxy
2. Attach global rate-limit policy via the rate-limit configuring tab in the AI Workspace/ advanced-rate-limit policy via the Guardrails & Policies tab.
3. Deploy and invoke to verify the ratelimiting
