Sync State Between Platform API Replicas

From Management Portal to Platform API communication happens via a REST API. When there are multiple replicas involved only one platform API would receive the request. But we need to have this change in all the replicas as Dataplanes may connect to either of the replicas as replicas are running in Active-Active mode.

We need to come to a conclusion on how to achieve this feature in api-platform.
