Automatically assign labels to release PRs

Add a config option to assign labels to the automatically created release PRs.

Based on which rules should it assign labels, do you have any ideas in mind already?

I didn't think about a dynamic adding yet. For Woodpecker, I'd mainly add the documentation label to all release PRs (so just always add this specific label).
