[FEATURE] - keep socks and http proxies enabled even on vpn mode

This will enable the user to use these proxies on other apps on the device that can't normally use the created vpn interface , like apps placed in samsung secure folder or other private spaces made on any phone

OR

Apps on other devices on the same network if we use 0.0.0.0 as ip . ( Share proxy on LAN )
