UnderVolter works: the undervolt is applied and remains active in Windows with virtualization enabled. The only issue is after UnderVolter runs through Loader, the firmware shows a boot-error dialog. After I press OK/Enter, Windows boots normally.

Firmware: Lenovo/Insyde UEFI, Secure Boot disabled
OS: Windows 11, virtualization/VBS enabled
Deployment: dedicated FAT32 EFI partition holding Loader.efi as \EFI\Boot\BOOTX64.efi, with UnderVolter.efi and UnderVolter.ini in the same directory. A standalone UEFI boot entry points to that partition and is first in BootOrder.
