Hardcoded data path

I'm getting some issues with a hard coded data path /data/riksdagen_corpus_data/riksdagen-corpus/corpus/.

I already updated TEST_CORPUS_FOLDER in pyriksprot/tests/extract_test.py but it's still referenced in some places.

I got this issue while trying to run tests. Using make test.
