Fix `configure.py`

The standard configure.py provided with GMAT throws errors.

Believe fixed for Linux (non-WSL Ubuntu) as of commit 4fd5abd.

When run on Pi 500, CSPICE release had not compiled properly, although this may have been due to the run getting interrupted by switching out of Juice SSH on my phone.
