What should happen to a sender hooked to a SFrame sender transform without any encryption key?

The spec does not clearly state what happens to the above case.
We might want https://w3c.github.io/webrtc-encoded-transform/#sframe-transform-algorithm to be more explicit.
One possibility is to drop packets until an encryption key is set.

Sounds reasonable. We will have common behavior for scenarios in which we don't sframe sender transform at all attached to the transform.
