What the tracker believes about time: what today owes, what tomorrow must not do, and what the tests think the date is.

Correctness fixes, one new flag (--today), and the docs and CI gaps found alongside them. The thread running through most of it is that "today" is currently ambient rather than an input — which is why a test can rot, a report can call a dangerous day free, and docs/ART.md cannot reproduce its own example output.

One item should not wait for the rest: the clock-dependent tests turn CI red on 2026-08-20. Cut it as 0.2.1 on its own if the others are not ready.
