[website] Move Website codebase into its own repository

It is time to continue Website development on its own repository.

• Create new GitHub repository for the Website (vst/hostpatrol-website).
• Move Website codebase to its repository.
• Remove Website-related GitHub actions from this repository.
• Setup Website-related GitHub actions in its repository.

The Website is going to be deployed to the GitHub Pages of vst/hostpatrol-website repository.

There two more GitHub repositories now:

1. Host Patrol Website for https://www.hostpatrol.io
2. Host Patrol Console App for https://console.hostpatrol.io

Both are static Websites (via Hugo and XMLUI respectively) and hosted on Cloudflare.
