[Bug]: vb not playing any sound!!!

Description of the Issue

i tried getting yokune ruko (diffsinger) into the app manually. im super new at this so im not sure whats wrong, but the issue is that when i import the zip file (欲音ルコ♂キレ音源(power)ver1.01) the installation works and its downloaded, but when i go to a project and put some notes nothings working. the play button isnt working and the vb is not making any sound. when i tried unzipping the file, it tunred into a folder and when i tried to import THAT folder with the vb into the app it only let me browse through the folders (b4, d#4 and so on). when i clicked on any of the folders it just said "there are no directories or files matching the criteria in this directory". also when i viewed the files in the zip file of the vb, oto.ini is marked as 0b. at first I thought the voicebank's oto.ini was empty because one oto.ini showed 0 B, but the actual b4/oto.ini is 71.55 KB, so the voicebank seems to be extracted correctly. pls help me fix this!

Steps to Reproduce

1. go to singers
2. click +
3. click download folder
4. click on the folder called 欲音ルコ♂キレ音源(power)ver1.01 (the unzipped vb)
5. click on any of the folders inside
6. then go back and try to click on the zip file
7. it works but theres a bunch of strange question marks

Change the encoding from globalization_cp to Shift_JIS since it is a Japanese Singer.
Also, i strongly recommend changing singer path from data folder to a customized directory, bcuz it's easier to edit

changing the encoding to Shift_JIS fixed the garbled singer name, thank you. however, the Play button still does nothing. The playhead does not move at all when I press Play, and there is still no sound.
