Keep flags consistency with br-ent for backpu and restore when mtls enabled

Both Br-ent and Agent are employed for data backup and restoration. However, there are discrepancies in the flags used for mTLS within the Br-ent side compared to the Agent side. For clarity and consistency, it is recommended to align these flags.
