build(docs): Configure argparse_exemplar extension

- Add argparse_exemplar to Sphinx extensions
- Add argparse-highlight.css to html_css_files
- Add mypy overrides for sphinx_argparse_neo modules
- Exclude tests/docs from mypy strict checking
