tA Articles that are not in "\translate" directory break the workflow #7599

TC is assuming that supportReference links in translationNotes will always point to a folder in the ./translate directory of tA repo, but there is a tN for PHM that is pointing to a different directory (./checking) that caused the indonesian team not to be able to load their translationNotes into tCore when they triggered a content update.
To work around, we fixed it by deleting the support reference for that note. But the same note for PHM in english has the same supportReference.

translationCore will say the content loaded susccessfully but the console throws an error saying it can't find the tA file. Because of that OLs coudn't load indonesian tNotes in tCore.

Note from Abel: The tCore issue is harder to reproduce, I was able to load their tNotes even with that error. But @jeaneselinasm from the indonesian team was only able to load them after removing that support reference from their tNotes, because tCore's console contained an error log saying that the tA article was not found.
We both were running latest version of tCore
But it seems like she had never loaded the indonesian tNotes before and I had.
