Is the "help me" section in the docs up to date?

I see a lot of issues and comments demanding faster updates to the latest Chromium, but not really any discussion on how to help make that happen.

I saw this document in the README and wondered if the ideas described are still needed. The last update to it was 2 years ago, when it was created.

Are the contents of the doc still valid?
