Get&Use element era5-wrf-xray needs 2 fixes

1. https://arcticdatascience.org/item/era5-wrf-xray needs get&use element at the bottom top be updated to point to datastory https://arcticdatascience.org/item/story-cold-snap-1989 in addition to the API now that the datastory is published.

2. This get&use element is nested inside of the data query so as to ONLY be visible after you query a point. This is not the case in other places. Expect behavior more like indicater-su or indicator-rx1day
