The PHP files in contrib/repute/ and reprrd/ use the mysql_* extension which was removed in PHP 7.0 (2015). They are not functional on any modern PHP version.
REPUTE (RFC 7071) never saw wide adoption, and it's unclear if anyone is still running this code. Before spending effort modernizing it to PDO/mysqli, we should find out if there's any active user base.
If no one comes forward when we make the next release announcement, these should be removed.
