Add multi-framework implementation scaffolds beyond React/TypeScript #11

Source: AUDIT_AND_REDESIGN_REPORT.md problem #6 - "There were few reusable implementation references for a coding agent to translate the specification into a real application." React/TypeScript reference components now exist.

Gap: teams on other stacks still must translate from one framework. Adding 1-2 more scaffolds (e.g. Vue 3 or Svelte/SvelteKit, or a framework-agnostic vanilla TS/Web Components variant) increases transferability.

Acceptance:

  • At least one additional scaffold preserves the editor/presenter separation and semantic-layout contract.
  • Scaffold passes the editable-deck output-contract validator.
  • Documented in the skill references so agents select a scaffold that matches the target stack.
