Healthbar won't show on Citizens NPCs

I tried both on Paper 1.21.1 and 1.21.8.
BetterHealthBar-3.9.2

The healthbar won't show on Citizens NPCs. Is there something I have to do to enable it? Because I just updated the plugin from version 3.5.4 and it worked fine before.

It works on mobs or players but not on Citizens NPCs

I narrowed down the issue to changes introduced after version 3.8.3.

It works up until 3.8.2, but changes from 3.8.3 seem to break the Citizens NPC healthbars.
