Hi, has there been any progress on this? After looking at print files for some fan campaigns, I saw the low resolution of the backgrounds and figured the issue originated here. It looks like the Chapter 1 encounter sets P&P could do a lot of good here.

Yes, but the high resolution templates won't be added until they're all ready.
There's no current ETA, but I'd say we're about 50-60% there. (Which is not to say that this will take another year and a half. It could be done in a couple of weeks if we bribed coldtoes to take time off for this only. But that's not how hobby projects work.)
