[Feature Request]: Central user management

Description

Currently, you need to invite a collaborator to each workspace separately (and the emails are not necessarily received).

Besides a manual user creation (different ticket), it would be great if an admin could simply assign different workspace memberships to a user in one central place … simply check a box and be done.

here's the plan, roughly:

1. For self-hosted peeps, admins will get a user creation panel where they can import a CSV to create users.

2. For AFFiNE Cloud workspace owner, we're gonna add link invites first so people can sign up and join the workspace themselves. We'll keep improving the invite stuff later on.
