Generate and Decode Kyber Certificate

How to generate a Kyber certificate containing a Kyber public key, and decode the Kyber certificate to get the public key ?

These are generated using encoder.py in the mk-cert folder, which takes its arguments through environment variables. See also the relevant part of the Dockerfile
