Feature Request: Allow Fallback URLs for the Same Geocoding Provider

Currently, each geocoding provider (Nominatim, Photon, Google Maps, etc.). may be specified only once, and designated primary or fallback provider.

However in my case, I want to use my own local Photon instance URL as primary, and Komoot's remote Photon instance as fallback (if my local instance is unavailable). I'm not able to specify this right now because Photon can only have one URL in the Providers list.

This feature makes sense. I'm gonna implement "Custom Providers" where you can add a new provider that is either Nominatim or Photon compatible. In this scenario you can use out of box Photon and Custom provider together as primary/fallback.
