Look into Limit Switch Issue on Elevator

Our reverse limit switch on the elevator currently never triggers. This could be an issue with the limit switch currently on the robot.

Done Includes

• Figuring out Limit Switch Issue and Verifying via Phoenix Tuner
• Ensure Zero/Limiting is as intended(zero & limit while manipulator gamepad and don't do either while climber gamepad– pass a boolean limitOverride from Robot.java to store the state properly)
• Regression Testing
