Designate normative files

Designate what is the normative file and how the standard is versioned (following the SDS and VMS from https://github.com/tdwg/vocab)
Avoiding distributing the standard in proprietary formats such as ArcGIS and Access, but choose e.g. txt and geojson only.

With github rendering geojson nicely this seems like a very good candidate!

A Geopackage: https://www.geopackage.org/ is another option. I noticed GADM uses it to distribute their data.
