Todo by maintenance team of this standard

There is currently no maintenance team for this standard. Here are just some things that popped in my head that need to be done for WGSRPD:

1. Write better README:
   • Not linking out to Hunt Institute or KEW for getting ArcGIS files
   • Adding a Brummit suggested citation for the standard.
2. Designating what is the normative file and how the standard is versioned (following the SDS and VMS from https://github.com/tdwg/vocab)
3. Avoiding distributing the standard in proprietary formats such as ArcGIS and Access, but choose e.g. txt and geojson only.
4. Structuring the repo better: e.g. version 1 and 2 are both in the historical folder 109-488-1-ED. It would be better to have one directory per version at a root level. Or to use version history for creating versions.

Agree to all above, Peter. I have created seperate issues #2, #3 & #4 for above so we can discuss these and mark progress independently
