BDQ Review - Deploy BDQ Documentation from GitHub to TDWG web site

We have been advised to copy/translate the current BDQ documentation across to the bdq.tdwg.org and rs.tdwg.org/bdq sites in preparation for the Public Review of BDQ.

Lets put @tucotuco's comment under #338 as work to be done under this issue:

In the usual rs.tdwg.org process of versioning, term-versions.csv is a product, not an input. The process governs the status field, among others, in term-versions.csv.

The document describing what the input files should look like when creating a vocabulary via the rs.tdwg.org processing script is Creating a vocabulary spreadsheet.

Very first cut of a workflow to deploy the pages is running, not pretty yet. @tucotuco, the test html build of the quick reference guide is being deployed to: https://bdq.tdwg.org/draft/docs/terms/bdqtest-html/ put the top level for the draft of the standard at https://bdq.tdwg.org/draft/ with https://bdq.tdwg.org/ being the main page for the interest group, as bdq is shared with interest group and standard.
