Measures with Descriptions don't appear in Report Explorer and Data Explorer

Describe the problem

We have a PBIX that acts as our semantic model that all our reports feed from. We noticed that for a certain visual for a report that was connected to this model, only certain columns were coming through in the Report Explorer. We identified that the ones that were coming through didn't have any Description on them. When we removed the Description for a measure that wasn't coming through, republished the model, refreshed the report, saved it and ran the Inspect feature, that measure now appears.

Steps to reproduce the behavior

1. Create a semantic model with Power BI Desktop with a measure with a Description
2. Publish to service
3. Open a new Power BI Desktop file which will act as the report
4. Connect to semantic model
5. Create a visual using measure with Description
6. Save report
7. Connect to report with PBI Explorer
8. Verify that the measure is not coming through in the visual
9. Update the measure in the semantic model to not have a description
10. Republish semantic model to service
11. Refresh Power BI Desktop file that pulls from the semantic model and is acting as the report.
12. Save
13. Reconnect to PBI Explorer to report
14. Verify that measure with deleted Description now appears.
