v6.2.0 regression: failed even if all risks are accepted and policy evaluation passed

After upgrading to v6.2.0, scan-action keeps failing even if all risks are accepted and policy evaluation passed.

Policies evaluation PASSED at ...

Error: Stopping because Policy Evaluation was FAILED.

We use:

• stop-on-failed-policy-eval: true
• stop-on-processing-error: true

Before v6.2.0, scan-action succeeded without any issues.

The problem was a regression where the action was recalculating the final policy evaluation result based on individual policies, ignoring the global evaluation result from the scanner's report. This caused a failure even when risks were globally accepted.

PR #93 addresses this by ensuring the global evaluation result is respected. This fix will be included in version 6.2.1, which should resolve the issue for you.
