Some templates cannot be overridden in $EXPLDIR/list

sendpasswd.tt2 cannot be overrided in $EXPLDIR/list or $EXPLDIR/robot/list.
The documentation is not clear about that and just explains the general mechanism of conf/template hierarchy, from more specific to less specific.
I have not investigated if any other template could be in the same case.

There is a related issue with auth.conf which does not respect the conf hierarchy as well:

IMHO sendpasswd function is not related to particular list and override by list context is not meaningful.

At least these mail templates are not overridden by list context:

• command_report.tt2
• delivery_status_notification.tt2 (in cases list unknown)
• helpfile.tt2
• global_remind.tt2
• listmaster_groupednotifications.tt2
• listmaster_notification.tt2 (in cases list unknown)
• lists.tt2
• sendpasswd.tt2
• sendssopasswd.tt2
• which.tt2
• your_infected_msg.tt2

I've not investigated about web templates.
