This repository contains an early-stage conceptual proposal for a Telecommunications Identity Layer (TIL) — a federated cryptographic identity framework for telephone numbers, inspired by how PKI works for HTTPS.

The goal of this Discussions space is to collect feedback, criticism, and ideas from anyone interested in the problem of caller identity verification.

This is not a finished spec. It is a starting point for technical discussion.

What this is about

Phone networks lack a cryptographic identity layer. STIR/SHAKEN helps, but does not solve entity-level verification. TIL proposes a federated PKI model where telephone numbers are bound to verifiable certificates issued by Telecommunications Infrastructure Providers.
