[Feature] Tool management per project and extension to add new tools

• Extension points to add custom tools.

  With the extension point I think it's also add other tools dependence on other plugins. Add support for Git #50

@sterlp I will try to add seperate PR for this two functions.

The configuration page for tools makes perfect sense and should be easy to add.
I would suggest this as an own feature.

My idea is to save the tool name and just two booleans or a set of agents in which they are active.

A plugin system would also make sense. This would require an API package first, right?
In addition, a "hello world" example and some documentation would be needed.

@sterlp for the plugin system, I think a "OSGi Services (Declarative Services)" is the right way, like you wrote in your comment. For this a small plugin with the interfaces is needed. The third party plugin can consume the component of the small plugin and in your plugin, your get via reference all instance of the thrid party plugins.

I will create a example PR with this solution.
