Precompilation hangs on Windows

On Windows, using MLX v0.21.0, MLX.jl seems to be hanging on Stream construction (followed by destruction via GC finalizer): ml-explore/mlx#1513 (comment)

With MLX C v0.1.1 (#16), even precompiling (at least in relation to running tests) hangs on Windows.
