Support Windows

Summary

Currently, heiFIP only supports Ubuntu and MacOS. Supporting Windows would benefit user acceptance.

Also related to #6 with WSL-based Ubuntu.

As a user who uses it in Windows with WSL-based Ubuntu, I have to say that it wotks normaly with the same way that it works in Ubuntu (VM).
