Give the reply its own effective date (#60)

The launch artwork quotes the retirement announcement with its effective
date, but the reply had none. Now it does — **August 2026**, one month
before the retirement takes effect: the application was finished before
Microsoft dismissed its own.

Placement differs per artwork, because the geometry differs:

- **hero-launch.svg** (page hero): the SQLBI date sits below the window
in the same calendar-block style, and the Microsoft block moves down so
both dates share one baseline — a footer row across both panels that
invites the side-by-side reading. This also puts the formerly empty
strip at the bottom of the right panel to work.
- **hero-launch-card.svg** (og:image): the window deliberately bleeds
off the bottom edge, so there is no space below it. The date sits as a
single compact line directly under "Hold my beer…" — quote, date, then
the proof.

PNGs regenerated; `og-image.png` and `hero.png` untouched. Build and
smoke tests pass.
