Make a sphincsplus.a archive file

It'd be nice if we could collect the various objects into a single .a file that an application could link it.

I submitted a pull request to modify the makefile to easily enable building a .a archive file, and it works after the code fixes were implemented. Keccak kept throwing undefined reference errors
