Implement an outoing notification system for fatal errors

There are some cases that we should get an immediate notification for. For example, if we can't connect to Mongo someone should be notified.

This notification system could do one or more of the following:

1. send an email to a list or person(s)
2. send a tweet, @mentioning certain account(s)
3. send a sms to person or people
