Description

When the scheduler is off, the device should apply the 'Action when schedule is off' setting rather than its 'When Idle' setting.

Steps to reproduce

1. Settings -> Control -> Action when schedule is off -> Turn off devices.
2. Set schedule to off
3. Device stays Idle and will not turn off
