enable wcrp upstream habitat reporting for select side channel barriers/crossings #877

We do not currently report barriers on side channels because total habitat upstream will be all habitat upstream of the primary channel.

But sometimes the drainage pattern encoded by FWA wscodes do not match what is needed for reporting - important barriers can be on FWA side channels. A method is required for populating upstream habitat length for these barriers in WCRP reporting.

To fix, adjusting the FWA codes might be the best solution, but this would require:

  • adjusting codes of all streams (and potentially waterbodies etc) upstream
  • ensuring that all functions/data that depends on the wscodes still functions correctly

Alternatively, we can identify the (relatively few) crossings where this is an issue and hard code the features upstream of these records within the WCRP queries. This is the solution for now.
