ToTinyString method should use octant block characters

In the Unicode 13.0 Symbols for Legacy Computing Supplement, 2×4 octant box drawing characters were introduced.

Using these characters, QR codes could be quarter-height and even more compact. I propose introducing a QRCode.ToTinyString method for this purpose.
