Double-height on penultimate line does not work

Counting lines from 1 ro 24, a double height code on line 23 has no effect, it works on other lines.

Example: Go to Teefax/Matrix Teletext and dial in page 000. The line about Ofgem energy price caps is supposed to be double-height, and shows correctly in the Matrix Brandy client and Richard Russell's BBCSDL client.
