Set minimum supported java version to java 17

An initial glance at various projects seems to point this way. We can't maintain java11 forever, lots of our test dependencies are moving to minimum java17 and I imagine this will creep into our runtime deps as well.

Hey, don't ask me unless you want to hear "can we target Java 8, please" :) You might know I still support Java 7 (security fixes) / Java 8 (mainline) for pgjdbc/pgjdbc.

Is Mockito the only one?
JUnit 5.x supports Java 8, and junit-team support both junit 5.x and 6.x at the same time for the sake of clients that can't migrate to 17.

Frankly speaking, I have no issue with bumping target release=17 for tests.
That is we could build main code with release=11, test with 17+ and just hope "everything works with 11".
That would be minimal disruption for the clients.
