Subject: [PATCH] docs: de-duplicate the RPM section in sign-upload

The pluggable-types list and body each contained the RPM section twice
(a copy-paste artifact, both stubs identical). Remove the duplicate
heading and its table-of-contents entry. Addresses part of #441.
